Bourke Shire Council general manager Geoff Wise told AAP damage to public infrastructure
following the deluge could come to $6 million.
"The highest cost is to highways and roads," he said.
"There's been an estimated $200,000 damage to water pumps and water motors."
He added the cost to repair 14km of levee bank surrounding the town was unknown.
"Ironically it's (the levee bank) to stop an overland flow from the river getting into
the town. That bank's been eroded by the torrential rain," he said.
About 25 to 30 homes in Bourke had also been inundated with water, Mr Wise said.
"From a public point of view, our commitment has been to pump that water away so they
are no longer suffering from floodwater," he said.
A number of roads across the state's northwest, including the Kidman Way from Bourke
to Cobar, remain closed.
The highway is the main thoroughfare to Queensland from South Australia, Western Australia
and Victoria and it carries a high number of heavy vehicles, Mr Whan said.
"The road has been closed since Saturday and water levels across it are continuing
to rise, four days later," he said.

Zeng Liqing is one of the five founders of Tencent Holdings Ltd. (Tencent, SEHK: 0700). He had worked as the chief operating officer of Tencent during 1999 to 2007, generally taking charge of the company's business.

QLD:Ex-crims should serve on juries: report
A new report says some people with criminal records should be able to serve on Queensland
juries to widen the pool of prospective jurors.
In its annual report, the Queensland Law Reform Commission also recommended that lawyers,
people aged over 70, and disabled people be allowed to serve on juries.
The commission says Queensland's laws excluding any person convicted of an indictable
offence from serving on a jury are the strictest in Australia.
It recommends laws be changed to allow certain people with criminal records to serve,
including people convicted before a magistrate rather than a judge or jury; or those with
spent convictions.
The commission also recommends the daily wage for jurors be based on the national minimum
wage and extra pay for long trials should kick in after ten weekdays, rather than 20.

CANBERRA, April 2 AAP - Federal government frontbencher Peter Garrett has urged Australians
to refrain from panicking about a carbon tax.
Labor is taking a political hit after Treasury modelling showed household bills could
rise by $863 a year.
The official minute, released on Friday through an opposition freedom of information
request, estimated how a $30-a-tonne carbon price would affect living costs.
It calculated that Australians would pay $608 a year more for utilities and food.
If petrol were included in a carbon price, household bills would rise by $863.
Still, Mr Garrett said the figures were not reliable enough to warrant panic.
"I would say to people not to take alarm at reports of one kind or another that appear
in newspapers or what they hear commentators or others talking about at this stage," he
told AAP on Saturday.
"The sorts of figures that are bandied about in these debates often times bear little
relation to the process that's under way."
The Salvation Army has criticised the government for not releasing more details about
the carbon tax, due to begin in July 2012.
But Mr Garrett said the multi-party climate change committee needed to do its job.
"Once that work has concluded, the government will continue to provide absolutely relevant
information to the Australian public," he said.

SYDNEY, Dec 12 AAP - US talkshow host Oprah Winfrey has climbed the Sydney Harbour
Bridge after it was lit up with a big "O" on Saturday night in her honour.
Oprah, her best friend Gayle King and a group of her audience members climbed the
bridge on a warm Sydney Sunday.
Fans gathered at the bottom of the bridge and waited to get a glimpse of the 56-year-old
talkshow queen as she left.
On Saturday night, Oprah partied through her first night in Sydney after being reunited
with her 302-strong American entourage at a harbourside cocktail soiree.
The beach-themed party, hosted by NSW Premier Kristina Kenneally, featured live music
from Guy Sebastian and a spectacular fireworks display over the water which culminated
in the lighting of a red "O" on the bridge.
She will film two episodes of her show at the Sydney Opera House next week.

FED:Trade surplus balloons above $3 billion

CANBERRA, Aug 4 AAP - Australia has recorded its biggest-ever monthly trade surplus
at more than $3 billion, buoyed by a further surge in coal and iron ore exports.
The June trade balance of goods and services ballooned to a seasonally-adjusted $3.54
billion, almost doubling from the revised $1.81 billion posted in May.
The record figure gave the federal opposition an opportunity to attack the government's
proposed 30 per cent minerals resource rent tax.
There has been a massive turnaround in Australia's trade position since March, when
trade was showing a deficit of more than $1.5 billion, reflecting a sharp rise in coal
and iron ore contract prices from April 1.
"The commodity price rises for iron and coal have clearly boosted exports," National
Australia Bank senior economist Spiros Papadopoulos said.
"The gains emanating from the boost to Australia's terms of trade will only further
support the economy in the second half of this year."
A seven per cent rise in June exports mostly reflected a 13 per cent increase in non-rural
goods, with metal ores rising 23 per cent, coal up 15 per cent and other mineral fuels
up 11 per cent.
Imports were flat in June.
Opposition Leader Tony Abbott said the nation's prosperity, such as it is, is largely
based on the success of the mining industry.
"That's why it is the very midsummer of madness to clobber this successful industry
with a great new big tax that even in its revised form will make Australian mining taxes
the highest in the world," he told reporters in suburban Brisbane.
Still, while the mining industry is enjoying the good times, other data showed that
business overall has been unsettled by the rapid rise in interest rates earlier in the
year and an uncertain global economy.
The Commonwealth Bank-Australian Chamber and Commerce and Industry's (ACCI) business
expectations survey released on Wednesday showed that most components of the report declined
in the June quarter.
Its business conditions index eased to 53.7 points from 55.4 points in the March quarter,
while economic performance expectations fell to 56.4 points from 60.7.
However, both held above the crucial 50-point level that separates growth from contraction.
"Mainstream business is still facing a challenging economic period," ACCI director
of economics and industry policy Greg Evans told reporters in Canberra.
The Reserve Bank left the official cash rate unchanged for a third straight month after
Tuesday's board meeting, having raised it six times between October last year and May.

NSW: Quadruple murderer died in jail at 80 of natural causes

SYDNEY, Dec 22 AAP - Eric Thomas Turner murdered four people, became NSW's longest
serving inmate and, at 80, was baptised on his jail deathbed in July 2008.
After spending 56 of his last 59 years behind bars, Turner was riddled with cancer
and unconscious when the prison chaplain baptised him at the request of the killer's niece.
Gail Turner had recently organised for her uncle to make day release visits to her
family, and had found him to be "very pleasant".
After receiving cancer treatment, he was looking forward to his release and "moved,
walked and had the energy of a 50-year-old, not an 80-year-old", she said.
In Glebe Coroners Court on Tuesday, Deputy State Coroner Paul MacMahon ruled that Turner
died of natural causes, from acute bronchial pneumonia which was due to his lung cancer.
Although Ms Turner raised concerns about the care her uncle was receiving in Sydney's
Long Bay jail hospital, the coroner concluded he received proper treatment.
Turner was the last inmate in NSW to be sentenced to death - later commuted to life
imprisonment - over the 1948 strangling murder of his 15-year-old girlfriend when he was
20.
On the same day, Turner also murdered her father with an axe.
In 1970, he was released but three years later fatally stabbed his mother-in-law and
killed his 11-year-old stepson who went to the woman's aid.
He was again sentenced to life imprisonment in 1973, which was later redetermined to
a 20-year non-parole period.
In a statement tendered to the Glebe inquest, his niece said she had known her uncle
all her life.
When she was 15, he was released from jail for the 1948 murders and came to live with
her family in Sydney's west.
"I remember my uncle was a wonderful person, he was very caring but he only lived with
us for a very short time before he moved to the city or near it, where he met Rose who
he married a few weeks after meeting her," she said.
"This marriage Eric had to Rose lasted three weeks before Eric murdered Rose's son
and mother and was again arrested and placed back into custody."
In about May 2007, Turner was diagnosed with lung cancer, deemed to be terminal, and
received palliative chemotherapy, radiotherapy and other medical care.
In June last year, he collapsed in his cell and after the cancer was found to have
spread, he refused further palliative care, the coroner said.
"It is clear to me that his life expectancy at that point was limited," he said.
When his niece visited him two weeks before he died, she found he was a different person
who could hardly stand up or walk.
On July 14, 2008, Ms Turner said she was at her uncle's bedside, holding his hand for
three hours as he struggled to breathe.
At her request, the prison chaplain joined her and baptised her uncle, just hours before he died.

There's calls for Papua New Guinea to upgrade its airstrip for the Kokoda Track.
It comes after 13 people .. including nine Australians .. were killed on Tuesday ..
when their plane crashed en route to the Track.
Former Kokoda Track Authority boss WARREN BARTLETT says the Track's landing strip lacks
white markers that would assist pilots landing planes.
Meanwhile .. an inquiry in 2006 highlighted the need to upgrade the airstrip .. due
to the increasing number of tourists to the area.
It found the upgrades would cost the PNG government three and a half million dollars.
Mr BARTLETT says PNG could ask for funding from Australia .. Japan or the World Bank.

NSW: Search for missing woman postponed.
The search for a female GP who went missing in rugged bushland south of Sydney two
days ago has been postponed.
The website 6minutes.com reports 55 year old Dr MARGARET CARMAN went walking on a bush
trail near her Otford home on Tuesday afternoon.
She was reported missing when she failed to turn up for work at a northern Wollongong
medical centre yesterday morning.
More than 40 people including members of the State Emergency Services .. Rural Fire
Service and police rescue squad combed the Bulgo Beach area and several bush and coastal
tracks near Dr CARMAN's home today to try to find her.
Searchers are waiting for weather conditions to improve.

half a million dollars in extra funding.

Ms GILLARD's offered little more detail to Network Ten today .. saying negotiations are on-going.
She says the government wants to assist pockets of disadvantage in major cities and
in regional centres.
The minister's rejected accusations her chief influence in the league table plan ..
the New York education system .. has been a dismal failure.
A survey's found not one school in the city is in the top 200 schools in the US.
She says the scheme has made a difference to pockets of poverty and disadvantage.

Former terror suspect MOHAMED HANEEF has won his latest court battle to return to Australia
.. but the new Rudd federal government might still appeal the decision in the High Court.
The full bench of the Federal Court has dismissed an appeal lodged by Howard government
lawyers against a judge's decision to reinstate Dr HANEEF'S visa.
Chief Justice MICHAEL BLACK has handed down the decision in Melbourne.
Counsel representing new Immigration Minister CHRIS EVANS has applied for the judge's
decision to be stayed .. pending a possible appeal to the High Court.
But STEPHEN KEIM SC .. representing Dr HANEEF .. has opposed the application .. saying
there's no justification for it and his client's life shouldn't be disrupted any further.
Dr HANEEF's other lawyer PETER RUSSO says a decision is yet to be made about whether
or not his client will also seek compensation.
Mr RUSSO says even if he regains the right to work in Australia .. he might not return
.. and his client's main aim was to clear his name.
Dr HANEEF is currently in the Saudi Arabian city of Mecca on the annual Muslim pilgrimage.
Hicks (ADELAIDE)
A federal magistrate has ruled DAVID HICKS remains a risk of taking part in terrorist
acts .. and will be subject of a control order when he's released from jail.
HICKS will be placed under a curfew and have to report to police three times a week
when he walks out of jail next week.
The conditions have been included as part of a control order on the confessed terrorism
supporter .. sought by the Australian Federal Police .. his lawyers did not oppose the
AFP's application.
Cornwall (SYDNEY)
Child sex offender and rapist RAYMOND BARRY CORNWALL is back in a police cell .. after
being recaptured near Wollongong.
CORNWALL's been taken to Wollongong police station after being spotted by an off duty
officer at Stanwell Park.
The officer called for backup and CORNWALL was arrested after a short chase.
On Wednesday .. CORNWALL breached the tough conditions of his release by absconding
from his Parramatta accommodation .. just 30 minutes after being fitted with an electronic
ankle monitor.
The officer who spotted CORNWALL .. was a 40 year old veteran of the force .. and was
jogging on the beach at the time.
Chief Inspector MARK LAVERS of Wollongong Police says the senior sergeant is very experienced
and very fit.
Inspector LAVERS has told Macquarie Radio he doesn't want to be named .. but has done
a really good job.

Convicted baby killer KATHLEEN FOLBIGG has lost her appeal against her conviction for
the murder of four children.
40 year old FOLBIGG is serving at least 25 years for killing the children .. between
19 days and 19 months old .. from 1989 to 1999.
She was found guilty by a NSW Supreme Court jury in 2003 on three counts of murder
and one count of manslaughter.
Her original appeal against conviction and sentence was dismissed .. but she was allowed
to reopen her bid after startling new evidence came to light.
The NSW Court of Criminal Appeal has rejected FOLBIGG'S appeal .. finding there was
an overwhelming case against her.
It's found amateur searches of the internet by jurors in her case .. hadn't resulted
in a miscarriage of justice.
Quake NZ (WELLINGTON)
A state of emergency has been declared for the centre of the eastern New Zealand city
of Gisborne .. after a powerful 6.8 earthquake flattened buildings and caused widespread
damage.
No major injuries have been reported since the quake hit late yesterday on the east
coast of the north island .. despite it being felt as far as Dunedin on the South Island.
The centre of the city .. home to 42-thousand people .. has been cordoned off by police
.. after two buildings collapsed.
Engineers are now assessing the damage .. while essential services have been restored.
Miners (MELBOURNE)
Mining is expected to restart within 24 hours in part of the Bendigo mine unaffected
by a toxic fume outbreak .. in which eleven miners were injured yesterday.
CESAR MELHEM from the Australian Workers' Union Victoria says the area where the explosion
occurred at Perseverance Corporation gold mine at Fosterville .. is still closed.
But he says a risk assessment is underway to enter the unaffected section of the mine
.. and production will resume by at least tomorrow .. possibly earlier.
He says the affected part of the mine will remain closed until a formal investigation
takes place .. which could take weeks.
MARK MITCHELL from Perseverance Corporation says it's essential to make absolutely
sure the unaffected section of the mine is safe.
Cluster (SYDNEY)
Authorities have ruled out the likelihood of a cancer cluster at Sydney's Concord Hospital
after a five-month investigation.
The Public Health Unit inquiry .. which was prompted by the cases of several women
who had been diagnosed with breast cancer .. identified 24 women from three different
areas of the hospital with the disease.
Hospital General Manager DANNY O'CONNOR says the study has found no evidence of an
excessive number of breast cancer cases in any one particular area of the hospital.
He says it's now important to reassure staff the working environment is safe and healthy.
Sydney Cancer Centre director of research BRUCE ARMSTRONG says analysis indicates the
cases of breast cancer were within the number of cases expected in any sample of the general
community.

Australian Open organisers have taken a stand against tennis match-fixing, introducing
anti-corruption measures designed to stop illegal gambling during next month's tournament.
Tennis Australia have unveiled its anti-corruption policy, which include a match-fixing
hotline to report alleged corruption, a ban on unauthorised use of laptop computers courtside,
and increased security measures designed to restrict access to players.
It follows claims of suspicious betting activity on several overseas matches this year,
as well as players claiming they had been approached to throw matches.
The Open is the first Grand Slam tournament to introduce such measures.

NSW: Man convicted of murdering police officer wins appeal = 2
TAUFAHEMA will face a new trial at a date to be fixed.
The judges said today the jury in his trial had not been properly instructed on the
elements necessary for joint enterprise murder.
TAUFAHEMA was in the car being chased by Mr MCENALLAY .. which was being driven by
TAUFAHEMA'S brother MOTEKIAI .. were SIONE PENISINI and MELI LAGI .. and four loaded stolen
guns.
The men tried to evade Mr MCENALLAY .. but when the car struck a gutter and stopped
.. PENISINI got out and fired at the policeman.
Mr MCENALLAY was hit four times and died in hospital from head and chest wounds.
MOTEKIAI TAUFAHEMA was also convicted of murder .. after prosecutors argued he was
part of a joint criminal enterprise to evade arrest .. and foresaw the policeman might
be killed in the process.
But he too successfully appealed in the Court of Criminal Appeal .. which quashed the
conviction in May last year.

NSW:Govt considers stocking ambulances with meningococcal drugs
NSW Health Minister JOHN HATZISTERGOS has asked a panel reviewing the state's treatments
for meningococcal to speed up its inquiry .. after the disease claimed the lives of a
teenager and toddler in just two weeks.
A committee is looking at treatment procedures .. including a proposal to equip ambulances
with medication to give to suspected meningococcal patients.
But Mr HATZISTERGOS says ambulance treatment may not be beneficial.
He says it could lead to a potential delay in having the patient taken to hospital
and having access to intravenous antibiotics.
The deaths of three-year-old central coast boy CALLAN FITZPATRICK and 18-year-old Sydney
woman JEHAN NASSIF in the past two weeks have prompted the minister to asked for a quick
decision from the committee.

NSW: $42mln in missing IAG and AMP dividends
SYDNEY, April 24 AAP - At least 125,000 people nationally are missing out on $42 million
in IAG and AMP dividends because the companies cannot contact them.
Averaging $336 per shareholder, the money is believed to be mainly owed to small time
investors, The Daily Telegraph reported today.
If the cash is not claimed within a specific time limit it will go into the coffers
of state governments.
About 70,000 IAG shareholders, entitled to a combined $8.5 million, have not received
their payments because they have not supplied the insurer with accurate bank account details,
the paper said.
A further $12.5 million worth of IAG dividend cheques have not been banked, most likely
because they have been sent to incorrect addressees.
More than 55,000 AMP investors are missing out on $21 million, the paper said.

The federal government has told a family of asylum seekers to get out of Australia,
after moving them from suburban Adelaide to immigration housing in South Australia's north.
ROQIA BAKHTIYARI and her six children have been sent to Port Augusta early this morning
and given no time to pack their belongings.
Her husband ALI remains at the Baxter detention centre on Port Augusta's outskirts.
The family say they're from Afghanistan, but the government says they're from Pakistan
and could safely return.
Immigration Minister AMANDA VANSTONE says the BAKHTIYARI family has cost taxpayers
more than half a million dollars by having 20 claims heard and refused by the courts.
Celebrex (MELBOURNE)
The Pfizer drug company says it has no plans to withdraw the painkiller Celebrex from
the Australian market, despite an apparent increased risk of heart attack for some users.
Pfizer has announced on its website that a US study has found patients taking between
400 and 800 milligrams of the drug have a two-and-a-half times greater risk of major heart
problems.
A spokesman for Pfizer in Australia says the company won't make any further statement
about Celebrex until Monday.
Australia's Therapeutic Goods Administration says in its December bulletin that all
drugs in the same class as Celebrex should be regarded as having an increased risk until
more is known.
Australian Medical Association president BILL GLASSON has urged Australians taking
the drug to talk to their GPs but not to panic.
Iraq Aust Rudd (BRISBANE)
The federal opposition has called on the government to give it an urgent briefing on
the grenade attack on Australian troops in Iraq.
Opposition foreign affairs spokesman KEVIN RUDD says he particularly wants to find
out if everything possible is being done to ensure the security of all Australian personnel
in the Iraq war zone.
No-one was injured in the attack, but Mr RUDD has told AAP it's a sobering reminder
that Baghdad is a war zone for the hundreds of Australians still in the city.
Asked if the opposition will be calling for Australian troops serving in Iraq to return
home, Mr Rudd has said Labor will be working cooperatively on the best approach for all
personnel.
He says it's clear that Australian forces will be remaining in Iraq next year.
Charles Opposition (BRISBANE)
The federal opposition says the government is making an excessive number of political
appointments to international posts.
Opposition foreign affairs spokesman KEVIN RUDD says in the past eight years, the Howard
government has announced 19 political appointments to diplomatic posts around the world.
He says there were only 10 such appointments in 13 years under the former Labor government.
Mr RUDD says Labor isn't opposed in principle to making political appointments to Australian
diplomatic posts where they can be of use to Australia's long-term national interests.
But he says the government of Prime Minister JOHN HOWARD is making so many such appointments,
they're starting to behave like kids in a lolly shop.
His comments come after Mr HOWARD reportedly gave Liberal MP BOB CHARLES the post of
Australia's consul-general in Chicago.
Mideast (JERUSALEM)
Israeli Prime Minister ARIEL SHARON's Likud party and the opposition Labour Party have
agreed to form a national unity government.
A spokesman for SHARON says the Labour Party will have eight ministerial posts under
the accord, which is expected to be signed tomorrow.
Labour leader SHIMON PERES would be a deputy prime minister at the prime minister's office.
A spokesman for PERES says all obstacles to the coalition have been removed and it
will be formalised within 36 hours.
SHARON has been without a parliamentary majority for more than six months and needs
the coalition with Labour to implement his plan to pull Israeli soldiers and settlers
out of the Gaza Strip next year.
Nuclear IAEA (WASHINGTON)
US Secretary of State COLIN POWELL says he's told the head of the UN nuclear watchdog
agency that he ought to step down after completing his second term.
POWELL says it shouldn't have surprised anyone when the State Department publicly called
this week for the removal of MOHAMED ELBARADEI when his second term ends next summer.
He hasn't directed any public criticism at ELBARADEI, who's run the International Atomic
Energy Agency since 1997.
But it's believed the US is unhappy about his role in reporting progress in weapons
inspections in Iraq early last year while the US was trying to rally support for an invasion.
Australian Foreign Minister ALEXANDER DOWNER has said the United States has asked him
to challenge ELBARADEI for the job, but he's declined.
Coast Malaysia (KUALA LUMPUR)
Malaysia has joined Indonesia and New Zealand in criticising Australia's anti-terror
plan, saying it threatens the sovereignty of Australia's neighbours.
Australia announced on Wednesday it planned to closely monitor ships far beyond its
territorial waters to boost the country's defences against terrorist attacks and protect
its offshore oil and gas facilities.
But The New Straits Times quotes Malaysian Prime Minister ABDULLAH AHMAD BADAWI as
saying the plan could impinge on the sovereignty of other nations, and create problems
in the region.
The Australian plan has already drawn fire from Indonesia and New Zealand.

A prominent welfare group says Christmas can be a time of stress and depression.
Sydney Wesley Mission Superintendent GORDON MOYES says the festive season can be a
time of contradictions.
He says people expect a happy day, but in reality it could be a time when people of
different generations, beliefs and values came together, resulting in disappointment and
conflict.
Mr MOYES says families should sit down and work out what's important to them before
they get caught up by advertising, and the dictates of friends and family.
He says as people prepare for Christmas, they should be aware of those around them
and any marked changes in behaviour that might indicate thoughts of suicide.
Virgin (MELBOURNE)
Budget airline Virgin Blue has renewed its call for federal government agencies to
buy tickets from whichever airline has the best fare of the day.
The move comes after regional airline Regional Express axed flights between Sydney
and Canberra after racking up $9 million in losses in the face of competition for government
travel contracts from Qantas.
Virgin Blue suspended its Sydney-Canberra service in September this year because the
government was slow to take up the policy of buying the best fare of the day.
Its government relations adviser, JOHN CALLAGHAN, says the airline won't fly the route
again until public servants and politicians actively seek the best fare.
Xmas Security (SYDNEY)
The federal government warns that air travellers risk having Christmas presents in
their luggage confiscated if they violate security rules.
Acting federal Transport Minister JIM LLOYD says more than 4 million passengers will
pass through security screening at Australia's major airports during December, including
the Christmas break.
Mr LLOYD says travellers should pack small and valuable items in their carry-on luggage
before they reach the screening point to save time when they get there.
However, he says sharp objects, such as knives, scissors and corkscrews should be left
behind, even if they're wrapped as a present.

Youngsters' investment ideas can win them big prizes.(Knight Ridder Newspapers)
Youngsters with great ideas about how the Internet has affected saving and investing can win big prizes in this year's Stein Roe & Farnham essay contest.
The fifth annual competition is open to fifth, sixth and seventh graders. Nine winners will share $25,500 worth of shares in the Stein Roe Young Investor Fund or the Liberty Young Investor Fund. More than 6,000 youngsters have competed in previous contests sponsored by the Chicago company, which offers several mutual funds aimed at kids.
This year's question: "How do you think the Internet has changed the way people save and invest?"
It's an appropriate theme, with more and more students participating in school-supervised simulated online stock trading contests. And more kids have gotten caught up in the very real world of volatile dot-com stocks. That includes a New Jersey teen-ager who recently was charged by the Securities and Exchange Commission in a "pump and dump" operation. The youth allegedly bought shares of companies, touted the stocks in e-mail messages and then sold the shares for a big profit.
Of course, that's not the way most kids invest. Most learn to buy for the long term and to pick companies they are familiar with. As proof, take last year's Stein Roe contest, in which students were asked to recommend stocks for the Young Investor funds.

RSF: ONE BLOGGER SENTENCED TO LIFE IMPRISONMENT, ANOTHER TO 15 YEARS IN JAIL.
Manama, Bahrain -- The following information was released by the Bahrain Center for Human Rights (BCHR):
Reporters Without Borders is shocked by the long jail sentences that a military court passed today on 21 activists accused of belonging to terrorist organizations and trying to overthrow the government. Eight of them, including human rights activist and blogger Abduljalil Al-Singace , got life sentences. Thirteen others received sentences ranging from two to 15 years in prison. Ali Abdulemam , a blogger who was tried in absentia, was given 15 years.
"The only crime committed by Abdulemam and Al-Singace was freely expressing opinions contrary to those of the government," Reporters Without Borders said. "These sentences, handed down at the end of trail that flouted defence rights, are typical of the intransigence that the authorities have been showing towards those identified as government opponents, who have borne the full brunt of their repression. The international community must call the government to account on its strategy of stifling all dissent."
The head of the pro-democracy and civil liberties movement Al Haq, Singace was rearrested on 16 March after being held from September to February. He was previously arrested in 2009 for allegedly trying to destabilize the government because he used his blog (http://alsingace.katib.org) to denounce the deplorable state of civil liberties and discrimination against Bahrain's Shiite population.
Abdulemam is regarded by fellow Bahrainis as one of his country's Internet pioneers and is an active member of Bahrain Online, a pro-democracy forum that gets more than 100,000 visitors a day despite being blocked within Bahrain. A contributor to the international bloggers network Global Voices, he has taken part in many international conferences at which he has denounced human rights violations in Bahrain. He was also detained from September to February but avoided being rearrested and has been in hiding for several months.
Human rights activists reported many irregularities during this trial and have been calling for an end to trials before special military courts now that the state of emergency has been lifted. According to the defendants themselves or their families, some of the defendants were tortured or mistreated while in detention.

Today, with National Police Week approaching, Rep. Anthony Weiner (D - Queens and Brooklyn), a long-time champion of the Community Oriented Policing Services (C.O.P.S.) program, Rep. John Conyers (D - MI), Ranking Member of the House Judiciary Committee, Reps. Bill Pascrell, Jr. (D - NJ) and Dave Reichert (R - WA), Co-Chairs of the bipartisan House Law Enforcement Caucus, and other members of the Law Enforcement Caucus announced legislation to reauthorize the program and help put more than 19,000 additional police officers on our nation's streets over six years, including nearly 1,330 new cops to fight crime and terrorism in New York City.
Weiner's legislation comes as both federal and local governments are increasing security and police presence nationwide after concerns about possible retaliation from Al Qaeda following the death of Osama bin Laden, and after a foiled plot to attack synagogues in New York City.
Earlier this year, the GOP attempted to eliminate $298 million in funding to the C.O.P.S. program, which would have removed over 1,300 officers from the streets. In February, the House passed an amendment, authored by Weiner, to restore funding to the program and keep beat cops on the street.
Now, under Weiner's legislation, state and local governments would be provided with additional funding to help add officers to protect the streets and encourage them to hire former soldiers as police officers. The NYPD and police departments across the country would also be able to use C.O.P.S. funds on "terrorism cops" - police officers that specialize in homeland security and combating terrorism.
As law enforcement agencies nationwide, including the City, face increasingly tight budgets, it is more important than ever to ensure that state governments and localities have the funding they need to keep our streets safe.
"The COPS program is a proven winner, cutting crime and making neighborhoods safe both in New York City and across the nation," Rep. Weiner said. "More cops on the streets means less violent crimes and greater vigilance against terrorism. It just makes sense."
"With thousands of cops laid off across the country since this economic crisis began, the COPS program is needed more than ever," said U.S. Rep. Bill Pascrell, Jr. (D-NJ-8). Since June 2010, New Jersey has 3600 fewer cops on the streets. In my hometown, Paterson, NJ, budget cuts recently forced lay offs of 125 police officers, one quarter of their entire force. But now, the COPS program is making it possible for 25-30 of those officers to be hired back this summer."

"American law enforcement is under attack by the criminal element. 2011 is shaping up to be the deadliest year for law enforcement in the recent history," said Tom Nee, President of the National Association of Police Organizations. "This legislation is critical for the safety of our communities and law enforcement to continue our work."
Specifically, the legislation would:
- Provide $600 million nationwide each year to localities to hire additional beat cops or rehire officers.
- Add an estimated 19,000 new beat cops nationwide, including nearly 1,330 in New York City, over the next six years.
- Encourages localities to hire former soldiers as police officers and to hire police officers to focus on homeland security and terrorism.
Created in 1994 by President Clinton, the C.O.P.S. program provides localities with a 3-year federal grant for the specific purpose of hiring new police officers. Localities are required to pick up 25% of the cost of the new hire each year and to keep the officer on staff for an additional year. Grants have provided localities with $9 billion since 1994 to hire 117,000 police officers nationwide, including nearly 7,000 in New York City.
The program has been enormously successful. Between 1998 and 2000, C.O.P.S. hiring grants were responsible for reducing crimes by about 200,000 to 225,000 crimes - one third of which were violent, according to a 2005 Government Accountability Office report.
In 2007, Rep. Weiner introduced legislation that would put 50,000 more police officers on our nation's streets, including 3,500 new cops to fight crime and terrorism in New York City. In 2009, the House passed Weiner's C.O.P.S. bill, which would add 50,000 new beat cops to streets over 5 years.
UNCTAD REPORT CALLS FOR A SHIFT IN FOREIGN INVESTMENT TOWARDS JOB GROWTH AND DIVERSIFICATION IN POOR COUNTRIES.

The concentration of FDI in enclaves of export-oriented primary production with limited employment, technological and productivity linkages remains the main challenge in most LDCs.
A new UNCTAD report on the status of foreign direct investment (FDI) in the world's 48 poorest countries urges for shifting the focus of such investment towards job creation and enhancing these countries' productive capacities - that is, their abilities to produce wider varieties of goods, and more sophisticated goods.
The report, titled Foreign Direct Investment in Least Developed Countries: Lessons Learned form the Decade 2001-2010 and the Way Forward, is intended to contribute to debate at the Fourth United Nations Conference on Least Developed Countries (LDCs) that starts on 9 May in Istanbul.
The study notes that while FDI to LDCs grew rapidly over the decade with their share of global foreign investment flows having effectively doubled, most of it was dedicated to natural-resource extraction, with relatively few jobs created. Such investment has not tended to "fertilize" LDCs' economies by forging greater links between foreign businesses and local firms. In addition, it has not succeeded in facilitating the spreading of know-how and technology and helping spur broad-based and sustained economic growth. Although FDI has recently enabled some LDCs to connect with the global "value chain", in which products are upgraded and reap higher profits, the majority of LDCs have remained marginalized from the world economy.
The report recommends the establishment of an "LDC infrastructure development fund" that would improve these countries' abilities to attract investment by upgrading such factors as electricity supply, roads, railroads, and computer/Internet connections. Such a fund would seek to provide "innovative" solutions to infrastructure weaknesses through establishing public-private partnerships between LDCs and foreign investors.
Another proposition is for the creation of an "aid-for-productive-capacities fund" that would support technical and vocational training, education, and entrepreneurship in LDCs. The intent would be to provide LDC populations with skills that can attract foreign investment and spur sustainable economic progress.
The report further advises LDC governments and overseas development partners to boost efforts to attract small- and medium-scale international investors - a group that often finds and exploits hidden business opportunities. LDC governments are urged to develop strategies and provide incentives to target opportunities where investors can use technology and innovation to "leapfrog", as is already happening in telecommunications sector. Governments need to take steps to link into growing levels of investment between developing countries, taking advantage of the increasingly important South-South cooperation. There is a potential for "impact investors" to undertake profit-oriented projects that aim to solve social and environmental challenges, the study says.
The report features detailed FDI-related data on all 48 LDCs and contains annexes with informative aggregate data on FDI trends.

KeyOn Acquires Assets of the Company Operating as SkyWi, Inc. to Complement Its Network Footprint in North Central Texas
